Council Nominations
SFY 2008
There are three ways to submit nominations:
1. Complete a
hard-copy nomination form and send by fax, library courier service or U.S. mail.
2.Complete the form and submit online. This sends the nomination to NETLS via email.
OR
3. Be nominated from the floor and stand for nomination at the Membership
Meeting on May 13.
Positions
to be Filled on Council: NETLS Bylaws state “Representation
on the Advisory Council should be geographically balanced and
reflective of the various sizes of member libraries within the
system.”

Mary Sykes (Lancaster) is completing her 1st 3-year term and
may be elected again at this time.

James Wheatley (Duncanville) is completing his term as
Alternate and may be elected again at this time to either a full term or the
alternate term.

Bettye Haynes represents the Major Resource Center (MRC –
Garland) and will remain on the Advisory Council until replaced by Nicholson.

Judy Klimaszewski (New Boston) and Esther Mewbourn (Malakoff)
will serve until August 2009.

Ruth Pringle (Allen) and Ann Saucer (Dallas) will serve until
August 2010.
According to NETLS Bylaws, “The term of office for each
Advisory Council member shall be for a period of three years. Terms are
staggered in order that two vacancies occur annually.” As the appointed MRC
representative, Bettye Haynes does not stand for election. At the May 13, 2008,
meeting the membership will be asked to elect one council member for a full
three year term and an alternate council member for a one year term.
Nomination
Procedure:
Any Lay Representative (not an Alternate) can be
nominated by himself/herself or by anyone in the NETLS area. Nominations
furnished to NETLS headquarters by 5 p.m. on May 7, 2008, will have
printed candidate information distributed at the May 13 meeting. Nominations may
be made from the floor the day of the meeting. Nominations will be accepted at
the meeting for those Lay Representatives who are present or who have a
representative to stand for them.
Election
Procedure:
1. Election will be held at
the Membership Meeting, Tuesday, May 13, in Garland.
2. One person carries the vote for each member library. The voter must be a lay
person – not an employee.
3. No mail ballots will be accepted. Ballots will be distributed at registration
for the Membership Meeting on May 13. If neither a library’s Lay Representative
nor the Alternate can attend the meeting, another lay person (not a library
staff member) may attend and vote for the library.
4. A Lay Representative’s ballot has a weighted count, based on the population
served by his/her library. A list of ballot weights will be available at the
meeting. Distributed ballots will have a library’s weighted vote indicated by
the color of the ballot.
5. Only Lay Representatives who are present or have a representative at the
meeting may stand for election.
6. All nominees will be asked to make a short presentation at the meeting so the
voters can “meet the candidates.”
7. Those casting ballots will vote for 2 nominees. The candidate with the most
votes will become a full term member of the Advisory Council on September 1,
2008, with a 3-year term (expiring 8/31/11), and the candidate with the next
highest vote total will become the Alternate and will have a 1-year term
(expiring 8/31/09).
REMEMBER:
• Only Lay Representatives may be nominated;
• Submit nominations to NETLS office via mail, online, or fax by May 7, 2008, to
be included in the printed handouts;
• A Lay Representative may be nominated from the floor at the Membership Meeting
on May 13;
• Only Lay Representatives or their Alternates may vote;
• All voting will take place May 13 at the Membership Meeting.
A candidate must be present, or have a representative, at the meeting in
order to stand for election.
